This isn't a hypothetical risk. Nederland, part of the Beaumont metro, holds the U.S. national record for rainfall from a tropical cyclone — 60.58 inches from Hurricane Harvey in 2017. Beaumont has also taken direct or near-direct hits from Hurricane Rita (2005, Category 3, roughly $12 billion in damage), Hurricane Ike (2008, Category 2, roughly $31 billion in damage), and Hurricanes Laura and Delta (2020), among a longer historical list going back to Hurricane Audrey in 1957.
